<IMO, people, no matter their background, should be chosen for their talent, attitude, and what they will bring to the job.> The fact that Rice had no experience or expertise in terrorism should tell you something about (a) the focus of the Bush Administration prior to 9/11 and, (b) her fit with the national security needs of the United States of America. Terrorism was the number one security threat to the US when Bush was elected -- but appointing Rice reflected other priorities. He appointed a person with the wrong credentials -- notwithstanding the issue of her competence in any field. He then kept her in that role, notwithstanding her lack of credentials in terrorism and her increasingly obvious inability to make good use of seasoned anti-terrorism experts on staff.
