In vietnam we had substantial civilian support but at night those folks were terrorized by the vc. We escalated and escalated but it never changed the basic equation.

What we never had in Vietnam was a functional government to offer as an alternative. That's because we evaluated prospective governments according to their acceptability to us, rather than their acceptability to the Vietnamese. No amount of military escalation could provide our dysfunctional proxies with public support or the capacity to govern.

We could very easily make the same mistake in Iraq.
