Jon, in the simplest sense, "they" is any group of individuals and/or institutions, sometimes globally but usually within a given country, that someone believes has conspired to manipulate a market or markets. Short sellers, central banks, market makers, and hedge funds are favorite "theys".

The conspiracy theorists usually believe that the small individual trader has no change against "them". That way no personal responsibility need be taken for losses, since "they" are responsible. "They" can also be used to explain nearly any market movement.

"They" is a wonderful invention, appropriate for any circumstance in the markets.
