When Bushies rejected Kyoto they completely snubbed their noses at any intelligent cooperation on environmental issues with the Europeans. That said to them "my way or the highway". It was very arrogant of Bushies. Very clumsy and oafish. So naturally even though the EWuros would have done anything for us after 9-11 they were not going to give Bushies the benefit of the doubt in 2002 and 2003. Now they know they were right, at least the ones who questioned Bushie motives and "evidence" of WMD's. It really has hurt the war on terror because now there is less cooperation than before 9-11. And why? only because the Big Oil Bushies #1 priority is pollution, oil control and profits for themselves. Bushies are not America. They are a cabal based in Houston who have temporarily taken over our democracy and usurped it. Their entire regime is based on lies and deception, very sophisticated propaganda techniques across the board. All for short-term profits for the big corp contributors, mainly Big Oil.
