They are disorganized Terror groups constantly metamorphose. Breaking one big group into many small ones does not make it less dangerous. Sometimes it becomes more dangerous. The Israelis are sitting by the swamp swatting mosquitos. Some of the mosquitos are big, some are small, but as long as the swamp is there, there will always be more of them. The Israelis don't have much choice, which is why they do the things they do. We do have a choice, and adopting an Israeli-style tactical posture is every bit as stupid as adopting a French-style tactical posture.
