We should have taken stronger action after Lebanon. And I know of no conservatives who are denying that it has contributed to the problem. But, in fairness, at that time we really were just learning about terrorism against us and how to deal with it.

You mean Grenada was not strong enough action?

Attacking Grenada in retalliation for the bombing in Lebanon was very similar to attacking Iraq in retalliation for 9/11. Except that the military actually won in Grenada before declaring Mission Accomplished.
