You didn't parse Cole's footnote very well. In this passage, he is clearly talking about HIS personal opinion of Wolfowitz:

A bit of a rude comment but you do have a point. Looks as if Cole was talking about two things at the same time--his opinion of where Wolfowitz' views would fit in Israeli politics and what the Iraqi street would think of Wolfowitz.

I suspect that Cole failed to mention the more serious problem with a Wolfowitz' appointment which would be the perception that he is too close to Chalabi and thus could not be an honest broker between Iraqi factions.
