Kevin Costner said he saved $5 million in a $25 million budget for filming "Open Range" in Canada. He said he would rather have filmed in Montana, but couldn't afford it.

Like other industries, there are economic reasons for offshoring in the movie industry. The long term solution is to get more competitive. Quick fixes and tantrums, like Kerry's labeling people "Benedict Arnold CEO's", sell to the dunce press, but do little to address the issue.
