Refiners trading lower on concern that EPA will waive clean air rules

The Bush Administration is "seriously considering" waiving the legislation, according to Energy Secretary Abraham. Several states have asked the EPA to waive the rules, which could lead to lower gasoline prices and would hurt margins, thus, the decline in the sector. --bloomberg.com
