So basically he was responding to the White House, passed off the task to the FBI and went about doing the rest of the stuff that needed to be done. What is the big deal? There is no doubt in my mind that the request came from the White House or the State Department. Clarke did not instigate that operation by himself. That would have required the highest kind of clearance to put up a jet when all aviation was grounded. Orca
