Depending on exactly what you mean by "top focus" it could be reasonably argued that terrorism should be our top focus now. If you define "top focus" to mean overriding concern that makes all other issues seem minor and you are talking about the whole country not just relevant federal agencies then terrorism isn't, and probably shouldn't be, our top focus even now. What specifically do you think should have been done before 9/11? Remember the people making the decisions in 2001 didn't have the benefit of hindsight that you now have. Tim
