Once again, the only reason that Aristide's election was not questioned, is because there were no election observers from the OAS. Further, I believe that most of Aristide's opposition boycotted the election because of the May elections.

You claim that only 7 of the elections were questionable, but the questioned results were for Senator, and there were only 19 Senate seats up (I believe, the Haitian Senate has a total of 27 Senators) in that election. This means that there were serious irregularities in over a third of Senatorial elections in May 2000.

Aristide had those 7 senators resigned, and promised to re-hold elections (my guess, he guess is that he appointed people in his own party to temporarily fill those now empty seats - and was in no hurry to repeat the election). I have no idea, if there ever was a followup vote for those Senate Seats.
