On the "out-of-the-loop", that's what Cheney said, then Rice said it wasn't true. He wasn't a "cyberterrorism czar" during the critical time period. He clearly said under oath that he didn't believe "9/11 wouldn't have happened had Bush listened to him in the months prior".
