I don't think so. I think you're assuming the broadest scope of enemy. If the enemy is a fringe element, then it's reasonable to look to negotiate grievances, mollify, etc. the enemy's fellow swamp dwellers in the hope of getting them to align with you against the enemy and squeeze it out. If you consider all the inhabitants of the swamp to be the enemy, however, then you're right, there's no one with whom to negotiate. I really don't think there are people who fail to recognize that there is an incorrigible enemy. As I said before, people have differing views on the scope of enemy representation and/or their power, among other things.

If their words aren't proof enough, then their deeds
certainly show they mean what they say over & over again.
Heck aren't 9/11 & 3/11 proof enough in themselves? I
wonder what it's going to take for some folks to see what
is so obvious.
