The choice you don't mention is defense

Pure defense requires depth. There is no defense in depth when your country is nine miles wide. There is only the very great chance of being cut in two and suffering large numbers of quite unnecessary casualties.

Actually, the Israelis did discuss the question of waiting for the first blow quite seriously, knowing how the world demanded of them a moral purity it would never dream of demanding from the Arabs. They decided they could not justify thousands of extra casualties on that basis. THey just spent an extra few nerve-wracking weeks trying to defuse the crisis in the UN. Useless, since the Soviets were egging the Arabs on.

Hitler used it and conquered most of Europe
OBL used it and caused 911
Israel used it and eliminated Saddams nuclear facility (thank goodness)

The Taliban did not use it , and lost.
Saddam did not use it in 2003 , and lost.
