Illinois Cook County has a sales tax increase taking effect today on cigarettes. According to the Chicago Sun-Times:

The county's tax per pack is escalating from 18 cents to $1, a five-fold increase. The tax increase will boost the cost of a pack of smokes in Chicago to about $5.63.

So, if you're smart you drive the short distance to another surrounding county and avoid the extra expense. There is an analogy here to outsourcing. Now, are the residents of Cook County going to say "I want the county to do well so I will pay the additional .82 cents per pack, or do I give my business to another county and save the money?"
