who knows - fact few made several hundreds of millions based on the "clock" issue. The markets move over 1/2% between 8:25 to 8:30.

Just calculate Stock market Cap + bond market Cap + FX cap and multiply by 1/2% ... and then leave some room for error

Early Release of Jobs Data
I was watching CNBC last month (early March) a few minutes before the Feb jobs data was released. Larry Kudlow said that top government execs see the BLS reports late in the afternoon the day before official release.

All the BLS releases have some kind of phrase like

"Transmission of material in this release is embargoed until 8:30 A.M. (EST),Friday, April 2, 2004." (See today's jobs report. stats.bls.gov )

If Reuters or any other news service sends out a news release at 8:30 A.M., they would have to have the report before 8:30 A.M.
