Amy, In case you didn't know, several years ago, before Bush became President, he had already developed the reputation he shifts blame to those around him.

Every modern president has done that when scandals erupt. Political opponents always target the guy up top, and his supporters rally around him doing whatever it takes to keep the kingpin from falling, knowing that it's better for a few of his subordinates to take the fall than for everything to come crashing down. Reagan was that way. Clinton was no different. Why is Bush unique in this?

If he hadn't developed this reputation, people would be less suspicious of him making Rice take the fall.

That's like saying if Clinton didn't have a reputation for lying and covering up the facts, the Republicans wouldn't have been as fanatical in pursuing the Lewinsky affair.

I'll believe it when I see the decline of partisan politics. So far that's isn't going to happen.
