That is, I see a difference between the following two items:

"With hours worked falling and average workweek falling it appears there was not really much if any improvement in the job situation."

The first, "hours worked" cannot be explained by less overtime, if employees were in fact added in significant quantity. The second, "average workweek," can be explained by less overtime.
