Yes, you are being too literal......the 'declaration of war' did not emanate from Congress but from the WH.

Its not a rubber stamp. They are under no obligation to approve his proposals.

His party controls Congress.

Members of Congress in his own party do not automatically defer to him and the majority is slim. There was no rubber stamp.


Please......you must be joking. Forget the GOP......the Dems were bludgeoned into going to war. If you voted against the war, you were unAmerican and unpatriotic. Don't get me wrong........I hold the Dems accountable for caving to these WH cassandras but I can understand how it was difficult to oppose them.

As for a majority.....its substantive in the House and slim in the Senate.
