Why not use it? It would save millions.

The classic NIH problem-Not Invented Here. The Pentagon is one of the worst about it. They should use easy, off the shelf, software that the best programmers love to write in. Makes sense, but they don't do it.

Linux/Unix does not crash like Windoze does. Thats probably a concern. DOD has for years tried to adopt a COTS approach, only been successful in ofice kinda roles, not successful at all in areas like PKI. The Fortezza card is a classic example of failure with COTS in leading edge requirements.
