The figure you refer to is income, an income statement figure.

Cash holdings aren't necessarily related to income. If there was cash generated as part of the offshore income referenced, it would be reported as cash. You then have that offset by the item 'Deferred Income Taxes' in the liability column. In reference to your specific instance, the deferred income taxes would have to be paid on those earnings that generated that cash before the cash could be given to shareholders.

In reality, it is pretty easy to defer those taxes almost forever, as long as the overseas operations are growing and capital continues to be invested.
