Any program that pays back in non acturarial amounts is a welfare program. Early contributors to SS paid only a pitance - they receive returns far beyond what an actuarially sound program would pay. Therefore it is a welfare program. In addition to elderly there are others included now who have not worked all their lives.

SS as an insurance program is a total joke. It is a welfare program.
