Intel Nocona 64-bit mode "sucks"
And legless AMD chips coming soon

...a beta tester has told him that "it sucks". He suggests that could be because Intel's answer to AMD64 might be because it still emulates 64-bit in some cases. It's not properly got on the iAMD64 bandwagon yet....

hope you paid attention to the line about amd's approach. low vt devices are often used for high performance(if the standard devices do not help in meeting the timing budget) besides analogy stuff.
concentrating only on static leakage : there is big advantage in having a 2.2ghz part performing as a 3.6ghz part vs. a true 3.6ghz part. i remember once when we were asked to come up with a low power variant of an existing part - took us a good year to tweak the process and design to not have too much of a performace impact.
i guess intel felt that their current design is easily portable to 90nm. intel's new rating game is just to offset this problem.
