I didn't look up 3 1/2 months, but maybe there is enough growth in those two weeks that the weight would be significantly more than an ounce.

I just looked up 16 weeks. That's only a little over 3 1/2 months. At 16 weeks, the fetus is 12 cms "crown to rump" (that's 4.74 inches) and weighs 3 ounces. That additional month adds a lot of weight and size.
