Chuck, I guess I just need some help from the right. What makes you think that:

I thought terrorism was the prototypical means by which the weak addressed "the use of Power?" How is it that our use of power against Nations will help prevent the use of terrorism by nationless masses of idealistic martyrs and bitter, revenge driven barbarians?

I think that although you see the problems, you are having a hard time seeing past the "for public consumption" solutions.
