An argument could be made that Rice was "out of the loop" and didn't know what everyone else seemed to know. However, she knew this question was coming and should have been prepared. Rice = Liar. For Powell it is not so clear. He might have been duped, and he has hinted as much with his recent comments. For Bush, there is no question that he lacks intellectual curiosity. Perhaps he was also duped, but he SHOULD have known better. History will judge whether he was completely "out of the loop" (and should have been removed under the 25th Amendment Section 4) or he was an inexcusable liar (and should have been impeached).
