Well John, here is Clarke's quote from BBC..(maybe BBC is wrong again...but either way, his book will show the actual quote as well.) Even Powell said in his testimony there was "NO PLAN" turned over to the Bush Administration.

Edit: I see that Bill has provided the CSPAN transcript from Fox for the same quote..........

I aalso agree there is plenty of guilt to go around, including ALL US citizens...I posted earlier this last week a review of the most prolific SI thread in the time before 9-11. No undue terrorist worries described there..........Maybe most us just didn't want to believe it could happen here in the US.

Well, most of us believe that it can happen now. And smart people are thinking of how very much has been done, and how very much more there is to do. The largest problem is that NOT EVERY situation can be anticipated, unless some of us have crystal balls, and state BEFORE an attack, exactly what should be done to protect the US from that attack. Then find the funding.

Here's the BBC's quote:

the BBC and John Pilger

RICHARD CLARKE: Actually, I've got about seven points, let me just go through them quickly. Um, the first point, I think the overall point is, there was no plan on Al Qaeda that was passed from the Clinton administration to the Bush administration.
.....
JIM ANGLE: You're saying that the Bush administration did not stop anything that the Clinton administration was doing while it was making these decisions, and by the end of the summer had increased money for covert action five-fold. Is that correct?

CLARKE: All of that's correct.
