Lemme see...Who controls all of PA spending? Arafat. Does he have an opposition? No. Does he have institutional controls or limitations? No. There have been some very recent attempts to impose some, with very partial success. Certainly there were none during the period in question. Does the PA even have what would normally be considered a budgeting process? Nope.

Arafat's preferred MO is to get the money in brown paper bags and hand it out personally. He is well known as a micro-manager of money. But the EU says that Arafat's signed payment authorizations carry no evidentiary weight. O-kay.

What we have here is Confederation with an economy bigger than ours that is morally [worthless?] and toothless

Just like the recent EU report on anti-Semitism, whose body amassed the evidence against Muslims, but whose title laid the blame on white skinheads.

That reminds me the old joke on French Police leniency on prostitution:

The prostitute found a John, agreed on the price, took him to her hotel room and closed the door. but that doesn't mean that they actually had sex.

Same goes for Arafat, we didn't actually see him strapping the explosive belt on the Martyr.
