Since you agree with the law, would you explain to me what happens on the day before it's ok to throw it in the garbage can or what happens on the day after it becomes murder?

If I understand the law, at 23 weeks you can throw it in the garbage can and at 25 weeks it is murder if you throw it in the garbage can. Is that correct? What happens at 24 weeks that I am missing?
