I've repeatedly stated that Saddam had a WMD program but destroyed it secretly, probably before 2001.

David Kay disagrees with you. The program still existed, greatly reduced, but personally overseen and funded by Saddam himself.

What we seem to be missing are the 6,000 WMD warhead stockpile. A stockpile that Saddam seemed so hell-bent to protect that he refused to account for them and decided to terminate all cooperation with UNSCOM inspectors in 1998.

But the R&D has always been there... David Kay said so. And he also stated that the lack of accountability, as these scientists felt bold enough to embezzle Saddam's personal funds, created the potential that the results of these research programs were for sale to the highest bidder.
