You need 1,000 people in one place, at a meeting, to collect those signatures. Something Nader apparently wasn't able to do (only 784 or something showed up). The other route is to obtain 15,000 signature from the public, which Nader is apparently going to attempt to do. In any case, in demonstrates that Nader doesn't have much support this time around and he might not get on many ballots.
