Maybe just rose-colored glasses. The political "leadership" of Fallujah are like daisies in the breeze. They will follow whoever they believe is more powerful, since the alternative is to be removed from office, or be found face down in the desert from an AK-47 round.

Additionally, an arrest isn't necessarily the right play.

It is if we want moderates like Sistani to be the voice of the Shiites in Iraq. But, of course, he can't be seen as publicly siding with the CPA/IGC since that would leave him being seen as taking sides..

Which is why he could serve an important arbitration role towards getting Sadr to give up, or go into exile.

One thing that would certainly help would be to release some of those depositions against Sadr on Arab TV as well as highlighting Al-Khoei and Al-Hakim, the victims of the brutal slaying.

23 confessions attesting that Sadr directed the killing would be pretty damning evidence that might assist in turning the tide against Sadr and removing him as an issue.

It's going to likely be a tough couple of months until the IGC take official control.. But more importantly we need to ramp up the creation of an Iraqi army and security force.
