Of course.

That is the major agenda. Another, less important one, is driven by the rebels' supporters such as Iran, Hizbollah, AQ, and Syria. It is to make Bush's reelection campaign as difficult as possible.

The two agendas will be coordinated after June 30, the only distinction being that the rebels' will be fighting their own, allegedly illegitimate, government.
