The things I mentioned plus much else were cited by the Bush administration. The Clinton administration before it also said Iraq and AQ had cooperated. In fact, Richard Clarke justified the Al Shifa pharma plant destruction by claiming Iraqi intelligence had provided materials and expertise to manufacture nerve gas there, making that available to AQ.

So I guess it means nothing that the explosive maker for the 1993 WTC bombing, escaped to Baghdad, where he was placed on the government payroll. And it's just a coincidence two American embassies were blown up on the anniversary of the beginning of UN ordered sanctions against Iraq.
