I would also add this,

If it is true, as is claimed by Rice and Clarke, that the Whitehouse was in fact developing plans to eliminate al Qaeda and that a new plan had been presented to the President a few days before, It would be irresponsible to reveal that new focus publicly.

Most importantly, the Whitehouse would not want to tip their hand to Al Qaeda.

Additionally, I don't know if the new plan was approved or undergoing revision. After approval, there would be a wide array of persons in the executive branch, DoD, CIA, and FBI, as well as congressional leaders who would need to be fully briefed on the plan. All of that would have to happen before going public and would take some time (you don't release new policy with out getting everybody on the same page first).

In short, the story is a red-herring.
