It seems to me that a speech promoting the funding of a missile defense system is NOT a speech about the threat of terrorism. Just as a speech about North Korea is NOT a speech about NATO or Haiti or Africa AIDS funding. So I don't know what this all has to do with NSA priorities to be honest. I guess we'll find more out tomorrow.
