Nope, the U.S. went back on its word. Bush said, "Okay we'll do a 2 stage approach." Then as soon as the first resolution came out, he said that it was authorization for war. Because Bush was such a liar, he alienated our allies.

It is interesting that Powell feels betrayed, after he falsely told the UN that we had evidence of Saddam's WMD.
