Dr Rice expressed her sympathy without melodrama when she said she took very seriously her oath of office to protect the American people. Clark had 8yrs to convince Pres Clinton of need for strong action against the terrorist threat but he failed to do so. Why do you feel the Bush Adm should have taken strong action in their 8month tenure in office? Both Rice & Clark answered that they believe even if all Mr. Clark's suggestions were enacted, it would not have prevented 9/11. Why? Because the true cause was structural. Lack of communication between FBI & CIA. Paranoid Americans are now criticizing Homeland Security & the Patriot Act. They expect to be protected from terrorism without granting their Government the ability to do so.
