That's a stupid question. The point is that Clinton clearly squandered the peace dividends we earned by winning the Cold War and the first Gulf War. In fact, not only did Clinton allow Saddam Hussein to survive the most dangerous part of his regime from 1992 to 1995, he allowed Osama Bin Laden and Al Qaeda to grow and flourish during the 8 years that he treated them as a law enforcement problem worthy only of ineffectual tactical responses.
