It's self-evident and inarguable that whatever we did or didn't do before 9-11 was inadequate.

But the failure to respond was Bush's. The Pentagon didn't issue it's first report on the Cole until January, and the NSC, CIA and FBI didn't conclude Al Qaeda was responsible until Bush was in office. But he did nothing.
