Saddam used a divide-and-conquer strategy with the Shia and Sunni. And there are long standing (centuries old) feuds between the sects. OTOH, "MY ENEMY’S ENEMY IS MY FRIEND" has a long history in the ME. Plus, Sadr is making efforts to bridge the Sunni-Shia gap. Suspect this all has serious implications for the US plans for the area.
