Yep. He sent her to testify under oath. Whereas he is going to take part in a fireside chat, and even for that, he needs Cheney to come along (or else he might not find the way to the restroom perhaps!).

If anything, this clearly shows that Dumbya has lived upto his name. If he was not born in a rich family, he probably would have been a below-average shoe salesman (and gotten laid off about 2 years ago!)
