In light of the fact that it seems agreed on all sides of the discussion that 9/11 was not preventable given what was then known and knowable, why do you think that Clarke's apology was appropriate? It seems to me that if fault is not an issue, no apologies are due.

I understand that Rice met with the victims' families after her testimony and expressed her sorrow and her sympathy to them. No doubt other high public officials have done the same. These personalized acts seem much more graceful and genuine than a politically-charged public apology delivered during an electoral cycle.

Addendum: By the way, I agree with your colleague's opinion that we have done little effective work to prepare for the next attacks, particlarly in the nuclear arenas. Shameful, really. The prevention of nuclear terrorism should be our very first national priority.
