Bush was in 233 days, Clinton was in 8 YEARS. Bush's policy was being developed. Bush therefore was still using the Clinton policy until the new FP could be developed.

Given the contentious election and chad counts, then that Jan 20th we had a new Adm, the Senate didn't confirm all the new appointments until late summer, we had a China crisis with them taking our plane and crew..........PLUS the fact that Bush left many of the Clinton apppointments and career people in place, for unity and continuity, until his own people could be appointed.

With all of this, did you think that Bush should have done Clinton's work by firing a cruise missile or two to the tents and camels again?
