Remember, Steve....Bush Adm was STILL on Clinton's terrorist policy until their new policy was ready to go on Sept 10, 2001. After the contentious election, the Senate not confirming all of his appointments until late summer, the April China taking our plane and crew event, and all the other things going. Again, don't forget.............Bush was using CLINTON's policy AND MANY of Clinton's appointments plus career adm types... Are you saying Clinton's policy was wrong?
