I've outlined my plan several times. I'll do it again.

1) Partition Iraq into two nations, a Shiite nation to the South; a democracy consisting of Kurds, Sunnis and Shiites to the north.

North of the Tigris River will be the new Shiite nation (about the size and shape of South Carolina); South of the Tigris will be the Democratic nation. Both nations need access to the Persian Gulf. In exchange for the Southern Shiite nation giving up access to the port, the Northern nation will share its wealth from the northern oil fields with the Southern nation. Work with Iran in helping to establish the new Shiite nation. Offer jobs and homes to any Palestinian who'd wish to make a livelyhood in helping to rebuild Iraq.

2) Realistically promote a peace plan with Israel, the Palestinians and neighboring nations.

* Make Jeresulem an international city, move the United Nations headquarters there.

* Establish an international University of Diplomacy in the buffer zones separating Israelis and Palestinians.

* Establish a United Nationsl Peacekeeping Military Training Facility in the Golan Heights, as a buffer between Syria and Israel.

* Encourage Arab nations sign a non-agression pact and recognize Israel's right to exist.

* Encourage Israel destroy its weapons of mass destruction.

* Encourage the Arab monarchies to move toward democracy.

3) Establish, with the UN, worldwide quarterly regional forums to deal with the issues of racism, ethnicity and religion; poverty and despair and how to improve on life-sustaning technologies in the Third World.
