Your suggestion that terrorists knowing they are suspected of a certain plot might marginalize their effort or encourage them to abandon the effort is not logical. If it is lessening of secrets that allow them to know we are "on to them", by process of elimination, they know what plans they have that are secure. If, not where or how to target.
