From what I gather from testimony, Paul O' Neil and Clarke, it appears Clinton was far more decisive and effective in combating AQ. In retrospect it turns out this was not enough. Bush team had the advantage of looking at history and it chose to ignore Al Qaeda. On top of that they had the gall to start "Mission Accomplished" and "War President".

W = WIMP. Pure and Simple.

What should Clinton have done? Had Bush not revived the Afghanistan pipeline deal on Enron's behalf, maybe US intelligence, which had an Afghani block, would have been better.
