I didn't read that, but I did hear him say words to that effect on the tube. There are several ways to look at the two individuals testimony. One is to examine each testimony, such as this analysis of Rice's

Another is to consider how persuasive was the performance. It's my assessment that Rice reassured Bush partisans, but little more. Whereas Clarke's, being described as explosive, had a much larger effect. All
